It looks like the National Hurricane Center has upgraded the area of low pressure (Invest 99L) in Western Gulf of Mexico to Tropical Depression #8. The system has slowed down and stayed over water longer. Combine that with light wind shear and that has allowed Invest 99L to get stronger and form a surface circulation with 35 mph winds. Some higher winds around tropical storm force are possible in the bands of thunderstorms.
It is slowly moving to the west and will spread very heavy rain into Mexico. Landfall will occur later today or tonight near Tampico, Mexico. It will not have an impact on Louisiana.
